  IN AN UNUSUAL OCCURANCE, ADMITTED MURDERER MICHAEL BALLARD SAYS HE DOESN'T WANT ANOTHER PSYCHIATRIC EVALUATION AND IS PREPARED TO BE EXECUTED.  NORTHAMPTON COUNTY D.A. JOHN MORGANELLI SAYS HE DOESN'T OPPOSE THE EVALUATION AND JUDGE EMIL GIORDANO HAS AGREED WITH MORGANELLI.  "JUDGE GIORDANO WAS TRYING TO BE CAUTIOUS HERE TO MAKE SURE MR. BALLARD IS COMPETENT TO MAKE A DECISION THAT OBVIOUSLY A VERY IMPORTANT ONE IN LIGHT OF THE DEATH PENALTY HANGING OVER HIS HEAD," MORGANELLI SAYS.  THAT MEANS A LOCAL PSCYHOLOGIST WILL EVALUATE BALLARD SOMETIME WITHIN THE NEXT 45 DAYS.  IF BALLARD IS AGAIN FOUND COMPETENT, MORGANELLI BELIEVES HE COULD BE EXECUTED BY THIS TIME NEXT YEAR.  BALLARD SLASHED AND STABBED FOUR PEOPLE TO DEATH INSIDE A NORTHAMPTON HOME IN JUNE 2010.  EX-GIRLFRIEND DENISE MERHI; HER FATHER, DENNIS MARSH; HER GRANDFATHER, ALVIN MARSH JR; AND NEIGHBOR STEVEN ZERNHELT WERE ALL KILLED.
