  ACCU-WEATHER'S DEAN DEVORE SAYS YOU'LL DEFINITELY WANT AN UMBRELLA WITH YOU TODAY.  "WE'RE LOOKING AT ONE TO THREE INCHES," DEVORE SAYS.  AND THAT HAS THE POTENTIAL TO CAUSE SOME FLOODING ISSUES.  "THIS MAY BE MORE A LOW-LYING, POOR DRAINAGE TYPE OF FLOODING, BUT WE'LL HAVE TO KEEP AN EYE ON THOSE SMALLER CREEKS AND STREAMS TODAY INTO TONIGHT," DEVORE SAYS.  HE SAYS SOME OF THE RAIN WILL FALL VERY HARD AT TIMES.


  THE SAUCON VALLEY TEACHERS UNION PLANS TO MEET AUGUST 21 TO DECIDE IF THEY'LL GO ON STRIKE FOR THE FOURTH TIME SINCE 2005.  UNION AND DISTRICT NEGOTIATORS MET MONDAY AFTERNOON AND THE DISCUSSIONS WENT NOWHERE AND NOW THE TEACHERS, WHO HAVE BEEN WORKING WITHOUT A CONTRACT FOR THE PAST TWO YEARS, COULD BE A LITTLE MORE THAN A WEEK FROM STRIKING.  THE UNION IS PUSHING FOR A THREE YEAR DEAL WITH RAISES OF AT LEAST 3 PERCENT EACH YEAR OF THE DEAL.  THE DISTRICT SAYS THOSE RAISES ARE CLOSER TO 7 PERCENT.  CLASSES ARE SCHEDULED TO BEGIN AUGUST 25 AND TEACHERS ARE SUPPOSED TO REPORT ON AUGUST 19.  SAUCON VALLEY TEACHERS WALKED THE PICKET LINE IN 2005, 2008 AND 2009.


  FORMER PARKLAND HIGH SCHOOL FOOTBALL STAR AND PENN STATE RUNNING BACK AUSTIN SCOTT HAS BEEN DENIED PAROLE BUT WILL BE SHIFTED FROM LEHIGH COUNTY PRISON TO THE COUNTY'S WORK RELEASE CENTER IN SALISBURY TOWNSHIP.  THAT MEANS SCOTT, WHO'S SERVING A SIX-TO 23 MONTH SENTENCE FOR SELLING MARIJUANA TO UNDERCOVER POLICE OFFICERS, WILL BE ALLOWED OUT OF JAIL DURING THE DAY.  HIS ATTORNEY SAYS SCOTT WILL LIKELY RETURN TO A CONSTRUCTION JOB HE HAD BEFORE HIS ARREST.  SCOTT WAS BACK IN COURT MONDAY TO CONTEST HIS JAIL SENTENCE, CLAIMING HE GOT A LONGER SENTENCE THAN OTHERS BECAUSE OF HIS LOCAL FAME.


  JAMES ALBRIGHT HAS PLEADED GUILTY TO INVOUNTARY MANSLAUGHTER IN THE APRIL 2013 DEATH OF HIS WIFE, CAROL.  ALBRIGHT SAYS HE DIDN'T MEAN TO KILL HIS WIFE INSIDE THEIR LOWHILL TOWNSHIP HOME DURING AN ARGUMENT.  AFTER 25 YEARS OF TRYING TO CONVINCE HER TO GO INTO REHAB FOR ALCOHOL ABUSE, ALBRIGHT AND HIS WIFE GOT INTO A HEATED ARGUMENT ABOUT THE ISSUE AND HE KICKED AND MAY HAVE CHOKED HER AND HIS WIFE DIED THE NEXT DAY.  PROSECUTORS AGREED WITH THE PLEA DEAL, CALLING IT "THE MOST APPROPRIATE RESOLUTION."  ALBRIGHT COULD GET UP TO FIVE YEARS IN JAIL WHEN HE'S SENTENCED NEXT MONTH.


  A MAN ALLEGEDLY INVOLVED IN A SHOOTING OUTSIDE A BETHLEHEM BAR LAST WEEK IS NOW UNDER ARREST IN OHIO.  BETHLEHEM POLICE SAY MANUEL COLLAZO SURRENDERED IN OHIO LATE MONDAY MORNING.  HE ALLEGEDLY SHOT A MAN OUTSIDE THE HAPPY TAP BAR NEAR MUSIKFEST EARLY THURSDAY MORNING AND THEN DISAPPEARED.  COLLAZO HAS A LENGTHY CRIMINAL RECORD RANGING FROM DRUGS TO ASSAULT TO ROBBERY.  HE'LL REMAIN IN AN OHIO JAIL UNTIL HE'S EXTRADITED BACK TO NORTHAMPTON COUNTY.


  POLICE ARE LOOKING FOR THE PERSON RESPONSIBLE FOR A DRIVE-BY SHOOTING IN EASTON.  A 43-YEAR-OLD WOMAN WAS WOUNDED WHEN A BULLET GRAZED HER NECK AFTER SHOTS WERE FIRED IN THE 1200 BLOCK OF WASHINGTON STREET MONDAY AFTERNOON.  THE VICTIM, WHO WAS TREATED AND RELEASED FROM THE HOSPITAL, WAS INSIDE HER HOME WHEN SHE WAS HIT BUT POLICE DON'T BELIEVE SHE WAS AN INTENDED TARGET.  THERE WERE ALSO GUNSHOTS FIRED AT 14TH AND LEHIGH STREETS IN EASTON.  NOBODY WAS HURT THERE.  POLICE BELIEVE THE TWO INCIDENTS, WHICH MAY HAVE INVOLVED TWO VEHICLES, MIGHT BE RELATED.


  POLICE ARE LOOKING FOR THE PERSON WHO STOLE A DISABLED MAN'S SCOOTER.  JASON STAUFFER HAS CEREBRAL PALSY AND USES A MOTORIZED SCOOTER TO GET AROUND.  POLICE IN ALLENTOWN SAY STAUFFER CALLED THEM OVERNIGHT SUNDAY TO REPORT HIS SCOOTER MISSING.  MONDAY, THE SCOOTER WAS FOUND UNDER LEAVES AND BRANCHES IN THE BACKYARD OF A NEIGHBOR'S HOUSE, HOWEVER POLICE SAY THE NEIGHBOR IS NOT A SUSPECT.  THEY BELIEVE SOMEONE STOLE THE SCOOTER AND STASHED IT IN THE NEIGHBOR'S BACKYARD.


  REPUBLICAN SENATOR PAT TOOMEY AGREES WITH THE WHITE HOUSE DECISION TO ARM KURDS TRYING TO DEFEND THEMSELVES IN NORTHERN IRAQ.  "THE KURDS HAVE BEEN CONSISTENT ALLIES OF THE UNITED STATES.  THEY ARE FIGHTING AGGRESSIVELY FROM ALLOWING ISIS TO OVERRUN THE KURDISH CONTROL OF THE AREA, WHICH HAS BEEN A STABLE AREA WITHIN IRAQ.   THEY'RE WILLING TO FIGHT AND THEY'RE CAPABLE OF FIGHTING," TOOMEY SAYS.  THE SENATOR SAYS ISLAMIC TERRORISTS TARGETING NON-MUSLIMS IN NORTHERN IRAQ ARE CREATING THE WORST POSSIBLE SCENARIO IN THAT COUNTRY. 


  THE SPEED LIMIT IS INCREASING IN SECTIONS OF INTERSTATE 380 AND INTERSTATE 80.  THE SPEED LIMIT WAS INCREASED MONDAY.  DRIVERS ARE NOW ABLE TO TRAVEL 70 MILES PER HOUR ON A NEARLY 90 MILE SECTION ON I-80 FROM EXIT 101 IN CLEARFIELD COUNTY TO MILE MARKER 189 IN CLINTON COUNTY.  THE CHANGE WILL ALSO BE ENFORCED ON I-380 THROUGH PARTS OF LACKAWANNA, MONROE AND WAYNE COUNTIES.


  THE MAN ACCUSED OF SETTING A FIRE AT GETTYSBURG NATIONAL MILITARY PARK IS GOING TO FACE FEDERAL CHARGES.  GARY DuROCHER ALLEGEDLY ASSAULTED HIS GIRLFRIEND'S 10-YEAR-OLD SON FRIDAY NIGHT AT THE PEACE LIGHT AND THEN SET FIRE TO A STACK OF HAY BALES IN A NEARBY FIELD.  ESTIMATED DAMAGE FROM THE FIRE IS SET AT CLOSE TO $20,000.  DuROCHER COULD GET UP TO 11 YEARS IN PRISON AND $500,000 IN FINES IF CONVICTED.


  NEW JERSEY GOVERNOR CHRIS CHRISTIE HAS SIGNED A BILL INTO LAW THAT WILL ALLOW JUDGES TO RELEASE NON-VIOLENT OFFENDERS PRIOR TO THEIR TRIAL WITHOUT POSTING BAIL.  HE ALSO SIGNED A PROPOSED CONSTITUTIONAL AMENDMENT THAT WOULD ALLOW JUDGES TO HOLD DANGEROUS SUSPECTS BEHIND BARS WITHOUT BAIL.  THAT AMENDMENT, WHICH ELIMINATES THE RIGHT TO BAIL, GOES ON THE NOVEMBER BALLOT FOR VOTERS TO DECIDE.


  SOMEONE IN THE LEHIGH VALLEY COULD WIN A HUGE AMOUNT OF MONEY TONIGHT.  THE ESTIMATED JACKPOT FOR TONIGHT'S MEGA MILLIONS LOTTERY DRAWING IS $128 MILLION WITH A CASH OPTION OF $75 MILLION.
