  THE LOCAL UNEMPLOYMENT RATE REMAINED UNCHANGED IN JULY.  "IT'S THE LOWEST IT'S BEEN SINCE SEPTEMBER 2008 WHEN IT WAS ALSO 5.9 PERCENT," SAYS LABOR ANALYST STEVEN ZELLERS.  HE SAYS THE LEHIGH VALLEY'S EMPLOYMENT PICTURE IS CONSIDERABLY BETTER THAN IT WAS A YEAR OR TWO AGO.  "YOU'VE BEEN EXPANDING FOR A WHILE WITH ALL THE DIFFERENT THINGS YOU HAVE GOING ON THERE.  MANUFACTURING AND WAREHOUSE SECTORS ARE DOING WELL AND OF COURSE YOU HAVE ALL THE CONSTRUCTION IN DOWNTOWN ALLENTOWN WITH THE ARENA AND BUSINESS BUILDINGS," ZELLERS SAYS.  THE LOCAL UNEMPLOYMENT RATE LAST MONTH WAS TWO-TENTHS-OF-A-POINT HIGHER THAN THE STATE'S 5.7 PERCENT, WHICH WAS UP BY ONE-TENTH-OF-A-POINT FROM JUNE.


  TWO MEN HAVE BEEN ARRESTED FOR THE SUNDAY MORNING KILLING OF A NORTH WHITEHALL TOWNSHIP MAN IN MARYLAND.  CALEB OCHSE AND CHRISTOPHER KENDALL ARE CHARGED WITH BEATING JUSTIN CANCELLIERE TO DEATH OUTSIDE THE PLIM PLAZA HOTEL IN OCEAN CITY.  OCHSE WAS ARRESTED AT HIS JOB.  KENDALL TURNED HIMSELF IN TO POLICE.  OCEAN CITY POLICE SAY CANCELLIERE WAS KILLED IN WHAT THEY'RE CALLING A TYPICAL FISTFIGHT.  THEY DON'T KNOW WHAT CAUSED THE FIGHT.


  THE PARKLAND SCHOOL BOARD AND DISTRICT TEACHERS HAVE FINISHED OFF A TWO-YEAR AGREEMENT THAT INCLUDES A 2.25 PERCENT SALARY INCREASE IN BOTH YEARS.  THE CONTRACT RUNS THROUGH THE END OF AUGUST 2016.  IN THE SAUCON VALLEY SCHOOL DISTRICT, THERE'S NO HARMONY BETWEEN THE TEACHERS UNION AND THE SCHOOL BOARD.  CHIEF SCHOOL BOARD NEGOTIATOR ED INGHRIM SAYS THE TWO SIDES ARE FURTHER APART THAN EVER AND NO NEW NEGOTIATIONS ARE PLANNED.  THE UNION SAYS IT HAS NO PLANS ON STRIKING AT THIS POINT.


  POLICE ARE INVESTIGATING AN ACCIDENT IN WHICH THREE PEDESTRIANS WERE HIT.  IT HAPPENED JUST BEFORE 6 O'CLOCK TUESDAY EVENING AT THE LIBERTY STREET GATES OF THE ALLENTOWN FAIRGROUNDS.  A 64-YEAR-OLD MAN, HIS 13-YEAR-OLD GRANDDAUGHTER AND HIS 5-YEAR-OLD GRANDSON WERE ALL HOSPITALIZED.  THE BOY IS LISTED IN SERIOUS CONDITION.  THE DRIVER WHO HIT THE THREE IMMEDIATELY STOPPED AND TOLD POLICE HE DIDN'T EXPECT THE THREE PEDESTRAINS TO CROSS THE STREET IN FRONT OF HIM.


  LEHIGH UNIVERSITY PLANS TO ADD A DOZEN SECURITY CAMERAS IN BETHLEHEM NEIGHBORHOODS WITH OFF-CAMPUS HOUSING.  THE CAMERAS WILL BE LINKED WITH BETHLEHEM'S 911 SYSTEM.  BETHLEHEM ALREADY HAS 80 CAMERAS THROUGHOUT THE CITY AND LEHIGH HAS 54 ON AND AROUND ITS CAMPUS.  LEHIGH SAYS THE CAMERAS WILL COST THE UNIVERSITY MORE THAN $100,000.


  A 13-YEAR-OLD BOY WAS SHOT AND A 18-YEAR-OLD MAN WAS STABBED WHEN A BASKETBALL GAME TURNED VIOLENT TUESDAY EVENING AT ROOSEVELT PARK ON THE SOUTH SIDE OF ALLENTOWN.  POLICE SAY A FIGHT WAS ABOUT TO BEGIN WHEN SOMEBODY PULLED A KNIFE AND STABBED THE BOY.  AS THAT WAS HAPPENING, A GUN WAS PULLED AND THE 18-YEAR-OLD WAS SHOT.  NEITHER PERSON HAS LIFE-THREATENING INJURIES.  THE INVESTIGATION CONTINUES.


  NORTHAMPTON COUNTY EXECUTIVE JOHN BROWN HAS VETOED RESIDENCY REQUIREMENTS FOR CABINET MEMBERS.  LAST WEEK, COUNTY COUNCIL APPROVED THE ORDINANCE 5-4 IN RESPONSE TO BROWN CHOOSING DAVID DALRYMPLE, WHO LIVES IN NEW JERSEY, AS COUNTY SHERIFF.  IT WILL TAKE SIX VOTES FOR COUNCIL TO OVERRIDE BROWN'S VETO.


  A BAND THAT CHURNED OUT HITS FOR MORE THAN 30 YEARS IS AT THE GREAT ALLENTOWN FAIR TONIGHT AS PART OF ITS FINAL TOUR.  MOTLEY CRUE WILL BE JOINED BY ALICE COOPER TONIGHT AT THE GRANDSTAND AND THE FAIR'S BONNIE BROSIOUS ADMITS SHE'LL BE HOLDING HER BREATH A LITTLE BIT.  "THE ALLENTOWN FIRE COMPANY HAS BEEN WORKING WITH US AND I'M NOT KIDDING ABOUT THIS.  THERE'S PYRO AND THERE'S EFFECTS LIKE YOU'VE NEVER SEEN," BROSIOUS SAYS.  THE "ALL BAD THINGS MUST COME TO AN END" TOUR HITS THE STAGE TONIGHT AT 7 O'CLOCK.


  POLICE IN MONROE COUNTY ARE ASKING FOR YOUR HELP IN FINDING A FUGITIVE.  THEY'RE TRYING TO TRACK DOWN 26-YEAR-OLD MARIO DOS SANTOS PEREZ.  THEY SAY PEREZ IS WANTED FOR DOWNLOADING AND SHARING CHILD PORNOGRAPHY.  POLICE WENT TO PEREZ'S HOM IN STROUD TOWNSHIP, BUT HE WASN'T THERE.

  GOVERNOR TOM CORBETT IS SPEAKING OUT ABOUT THE ELIMINATION OF THE PENNSYLVANIA ARMY NATIONAL GUARD'S COMBAT TEAM IN SCRANTON.  TUESDAY, CORBETT RELEASED A COPY OF A LETTER HE WROTE TO THE SECRETARY OF THE ARMY, JOHN McHUGH, OPPOSING THE MOVE.  CORBETT CALLED THE PLAN IRRESPONSIBLE AND SAID IT WILL LEAVE GAPS IN OUR NATIONAL DEFENSE CAPABILITIES AND DELAY RESPONSE TO DISASTER RELIEF.  CORBETT CITED TITLES IN THE U.S. CODE THAT REQUIRE THE CONSENT OF A STATE'S GOVERNOR FOR ANY FORCE STRUCTURE CHANGES AND SAYS HE DOES NOT CONSENT.


  FAMILY MEMBERS OF A NEW JERSEY MAN MISSING IN ISRAEL WANT BOTH COUNTRIES TO DO EVERYTHING IN THEIR POWER TO FIND THE LAKEWOOD MAN.  AARON SOFER HASN'T BEEN HEARD FROM SINCE FRIDAY AFTER HIKING IN A JERUSALEM FOREST.  THERE'S FEAR THE 23-YEAR-OLD HAS BEEN KIDNAPPED.  LAKEWOOD'S MAYOR ALONG WITH JEWISH LEADERS IN NEW JERSEY AND NEW YORK ARE ASKING FOR THE FULL RESOURCES OF THE U.S. AND ISRAELI GOVERNMENTS TO HELP BRING SOFER HOME.  HE WENT TO ISRAEL TO STUDY.
